Determinist Oracle: Unification of UNE/ISO Standards in the Digital Public Faith

Methodological proposal to eradicate technical subjectivity in the physical audit of collateral through standardised metrological matrices.

The real estate and industrial expertise is experiencing a crisis of precision. In a financial market that requires algorithmic certainty, traditional assessments based on qualitative opinions are insufficient to support the issuance of high-value digital assets.

The Limit of the Subjective Criterion of the Technician

For decades, the building sector has admitted the “critical temple” of the technician as the only pillar to validate the state of conservation of a property. However, before the court or an institutional auditor under the MiCA Regulation, statements such as “the state of the structure is apparently good” They lack quantitative value.

If the inspection does not specify the error margin of the measurement equipment, the non-destructive testing protocol (UNE-EN) or the traceable calibration of the instrument, the test becomes easily challenged. For an off-chain data to relieve an oracle in blockchain, this must be determinist, reproducible and incontestable.

Standardization under the PTVS v1.0

The protocol Prop Trust Verified Standard (PTVS v1.0) replaces qualitative adjective with a weighted index ($PTVS text{ Score}$) derived from international metrological certification standards:

• ISO/IEC 17025: General requirements for the competence of the test and calibration laboratories.
• UNE-EN 12504: Tests in concrete structures (sclerometry, ultrasonic pulse rate and witness extraction).
• UNE-EN 13187: Thermal provision of buildings and qualitative and instrumental detection of enveloping irregularities through termography.
• ISO 19115: International standard for the structuring of geographical metadata and GPS traceability RTK.

The Perito as Garante of the Off-Chain Oracle

When the forensic metrology is combined with the immutable photogrametric sealing (`SHA-256`), the expert report ceases to be an isolated document and becomes the primary source of truth for a determinist oracle. In this way, building professionals are positioned as indispensable actors in the new international financial infrastructure.
